Foster-care chief slams bullying claims

THE CEO of community service organisation Communities at Work has denied accusations of “bullying” and a “lack of support” at its foster care program Galilee, calling the claims “bizarre”.

Lynne Harwood says that while she is aware of some staff exits in recent months, they have been “nothing out of the ordinary”, dismissing the claims as “all the work of a disgruntled ex-employee who has roped other carers in with them.”

“CityNews” does not suggest that Ms Harwood herself has had any part in the alleged bullying.

Former and current foster carers of the program raised their concerns with “CityNews” after an anonymous tip-off about a “mass” exit by carers.

Galilee, managed by Communities at Work, is a program that places vulnerable children and young people with foster care families in the Canberra region.

According to foster carers who spoke with “CityNews”, there has been a “staff overhaul” in recent years and there is a “lack of understanding about the foster care process”.

Common allegations from carers included “no real support or consideration for carers who need it”, and a deeply imbedded “bullying and intimidation culture”.

One carer, who did not wish to be named, says a recent foster care gathering “really brought home” the “issues” with Galilee.

“At a carers’ morning tea recently, everyone there was just saying ‘how long till you leave’?” she said.

“When we found we were all experiencing the same thing, we knew this is not a problem with us, this is what’s happening. I personally know at least three people who have left because of the issues here and there will be more to come.”

She said there was a level of “intimidation” present where case workers “turn up to your house unannounced” and “search under your bed without telling you what they’re doing or why they need to do it”.

“We have also been told that we are not allowed to contact other carers, which I know is wrong,” she said.

“Galilee will say ‘you know we will take this child away if you don’t co-operate with us.’ They have been known to blacklist carers who have raised concerns or will take away a child if a carer questions them on things like transport for their foster child – even if that child has already been moved many times to different foster homes.

“They’re meant to work in the best interest of the child, but they clearly work in the best interest of their organisation.”

Although the carer is still with the Galilee program, she says she is in the process of looking for jobs at other foster care agencies.

“We volunteer 24 hours a day with our families, our houses, our hearts. We do deserve a little bit of respect,” she said.

Another foster carer, who has since left the program, says carers simply want “their voices to be heard” and that she had constantly raised her complaints with staff members.

“I tried again and again but it fell on deaf ears,” she said.

“If there’s all these carers who say the same thing about Galilee – well surely we can’t all be crazy here. There’s something very wrong happening and all people want is to sort it out,” she said.

But Communities at Work CEO Lynne Harwood said: “There’s always movement; we are aware of a few people going to another agency but there’s always people coming in as well. There has been no ‘mass exit.

“I’m actually quite shocked by this.”

When asked whether staff complaints would have escalated to her level, she admitted: “If it was a day-to-day complaint, I wouldn’t know about it,” but added that if a complaint was deemed to be handled unsatisfactorily, it would eventually have come to her.

“With the nature of foster care, there’s always going to be qualms or niggles and we pride ourselves on the rigorous mechanism we have in place to address all that,” she said.

“Any carer has the ability to work through that.

“I believe this is all the work of an ex-staff member who has left in a less than amicable manner. It’s a personal vendetta and it’s not helpful to the majority of foster carers out there,” she said.

“This staff member is trying to make a mountain out of a molehill.”

She says she would be “very keen” to talk to foster carers who “aren’t disgruntled ex-employees and who are truly unhappy” and work through any issues with them.

A source at the ACT Foster Care Association said they were aware of complaints from carers about Galilee but did not wish to be named.

I previously worked with Galilee before it was managed by Communities@Work, it was a wonderful place to work. After the amalgamation (or dissolving…) of Galilee and Communities@Work, morale and work ethic dropped to an all time low within the organisation. I was then “asked” to leave and the company, the company allowed other staff to assume I was leaving for another job.

I have worked for Communities@Work for over 10 years, it is amazing to see the changes that have happened in the past couple of years.
One person can change everything, we used to be for the people but now are for the executives

The bullying sounds like the treatment we received as foster carers and they did remove the children, our barrister stated “this is not about the childrens welfare but the fact the workers didnot like you”

I worked for Communities@Work for a long time and have seen it change from a Community organisation to
“it is all about the executives”. So many staff have been either made redundant or put in a position that they need to leave. They do not treat their employees with respect they deserve and need to be investigated.

I also worked for the company for many years and have never been treated so badly by any organisation in my entire life. This all came about after the amalgamation. This supposedly is a non profit organisation…Untrue…The company states “It is all about you” in the logo…also untrue. OMG and there are so many of them on high wages. So many Chiefs and so few Indians doing all the work on low wages.

I agree with the other comments. There is no respect for their staff who are passionate about what they do and no job security for staff who are currently employed. Definitely too many “staff resignations” and too many chiefs and not enough indians.

I would like to say that I agree with all the comments so far. I cannot believe there has been no action taken against this non caring organisation.There has been so many complaints lodged against them. I would also like to add that I never once received a response from any Exec or the CEO about how badly I was treated. All I wanted was a ” please explain”. Never happened. If there is ever a case against them I would love to be part of it.

I too was once a loyal employee with Commsatwork until one day I put forward my options and that was the end of my career path, the CEO said with the amalgamation it would give employees more career opportunities within the organisation, that was a joke more like open doors to leave the organisation. No one there will listen to anything negative they close a blind eye as to why the moral in the organisation has declined and are not interesting in finding the cause. Wake up C@W and take a good look at yourselves!!

I also was a long term employee of Communities@Work that was pushed out, and I can not believe the change that has occurred since the amalgamation,C@W was a caring fun organisation for both clients and staff, now it all seems to be about do as I say or we will bully you out, the motto is very true “its about you always” BUT WHAT ABOUT US.

I hope life is looking up for you now my friend, im not far behind you. The last straw was offering bonus’s for a certain group of employee’s and NOTHING for the rest of us.

The comments in the article are in no way near ‘bizarre’ as Lynne would like to have everyone think, nor are they the work of an ex-employee that left in less than an amicable manner. Yes there may be some involvement by this ex employee and yes some of what the carers are saying has been blown out of proportion, however I would not call the exit of nine carers and more to come anything less than a “mass exit”. Yes carers come and go but after my many years as a carer I have never seen such an exit with so many unhappy carers. I think in all my years I may have seen one or two not nine at once and more just waiting for the right opportunity to get out. During the last few years all of the best case workers have left. The foster care community and other foster care agencies in the ACT are up in arms. The lack of care and concern by C@W in picking the right people has not done the program any favours.

One just needs to look at how many negitive comments this is receiving………………………….it speaks volumes.

Firstly…amen to an independent inquiry! I am a carer that has been with Galilee for years. Before it was managed by Communities@Work it was well run and had great staff who had extensive experience of the foster care system, the needs of children in care and they supported their carers. It is now a shambles. I have felt unsupported and disrespected and am fully aware of former staff members being treated atrociously.

What saddens me most is the impact this is having on the wellbeing of children who are at risk. As an early childhood educator and a strong advocate for children’s rights, I urge you all to look at the bigger picture here. Communities@work cannot simply bury their heads in the sand and ignore this issue – accept responsibility, ask WHY once valued employees are leaving left, right and centre?

I am glad the hard work and dedication of the children’s services employees has finally been recognised by the organisation, albeit, a token gesture. The vast majority of people who work in early childhood care and education, or foster care are unique, intrinsically motivated and do it because they CARE.

@ G: executive? I’m glad you have had a tremendously positive time at the organisation, I’m sure there are many people out there who share your views. But as the organisation’s actions have reiterated, nobody is indispensable.

i actually know the people interviewed, and let me assure you the comments were not made by one and the same author.i don’t know who your ‘angry woman’ is..and hey, maybe she was justified in being angry… but let me tell you.. i am a carer and there are a lot of angry carers, like the ones that spoke out. i was at the carers morning tea where we all compared notes about how much longer we ‘were going to give the organisation to get it together’. i don’t have alot of time on my hands, and i don’t pity you for not believing what the carers interviewed said in good faith.

We work for a program within this company and have done so since the amalgamation last year and two years before that with the original company and constantly amazed by the bullying & harassment that’s been happening here as other’s have said here and we agree, it was a fun place to work, we were committed for the children and still are !! and we were looked after especially our welfare? It’s all about you? maybe they need a new logo?

I currently work for communities@work, and I am scared to say anything, I also might get pushed out. If you don’t accept the changes or the executive don’t like you, then your job is advertised with one or two skill that you don’t have so you can’t reapply for the job.

C@W preach their vision mission and values but they need to practice what they preach. The workers need proper recognition for their hard work and dedication for the little pay they recieve. People say it’s what you do and how you do it that’s important, but in this place all that’s important is who you know.

I’m also a Communities @ Work employee. I actually agree with many of your claims about bullying at Communities@work and feel that the CEO perhaps needs to take a look at her practices and priorities and perhaps slow down a little on the growth + appointing further executives and focus more on supporting the programs and staff. I’ve seen some horrendous bullying in my time with Comms@Work and wonder why this has not come out sooner, but I have never seen any of these issues in relation to the people we support – only within the organization and between staff and upper management. I think that it’s really unfair that everyone has been positing this on the foster care article, considering 95% of these comments don’t actually have anything to do with foster care directly at all and are instead a stab at practices higher up and in other parts of the organization. Foster care is managed by pretty much the same team that managed it at Galilee and is still a great program. It would be interesting to actually investigate some of the reasons as to why some of the foster carer’s left before assuming Foster Care were the ones to blame for that. I’m up for an investigation into the bullying claims within the organization, and feel that all complaints should be investigated, so let’s see what written complaints have been filed and see if these people have actually spoken up and given Foster Care a chance to actually address them before claiming they were ignored. I also recognize that it’s important to keep things in perspective and recognize that many of the directors and managers do a great job of keeping the bureaucracy where it belongs and fight hard to keep their programs running smooth. While things at the top can definitely use some reflection and improvement, many of the fantastic programs are still functioning great and servicing a lot of people in need. I really think we need to remember that before jumping on the band wagon.

Foster care is not at all managed by any of the team that were around when it was just galilee. The entire program has changed and not for the better by any means. Why would the carers come forward when like many of the employees they are scared and concerned that their cries will fall on deaf ears. Is anything being done about the bullying that numerous people have been subject to? And if not why would a Carer expect any different response when they raise their concerns. The carers are unhappy and not the minority but majority of them. There is no rapport built with us by any of the new staff at galilee so why would we share our heartache and concerns with such strangers.

You can’t be a current employee of Galilee. Galilee Inc no longer exists. Galilee Foster Care is different than Galilee Inc. Get your facts straight before writing rubbish — as everyone commenting on this sad little story needs to be doing.

All of these pathetic little “me, me, me” comments undermine the amazing work that Galilee Foster Carers and Case Managers do in the best interests of the children in their care. It’s disgusting how everyone is behaving.

Galilee Foster care, Galilee Inc same dif just managed by a different company. Yes myself and the other foster carers do, do an amazing job but the internal structure and day to day running of the program is less than desirable.

We all care about the children that is why we volunteer and open our homes to kids who need us. But unless better care is taken of the carers we will be back to placing children in orphanages and nobody wants that…Its time to shine a light into the dark places and work out solutions not bury your head in the sand and pretend its not happening. Neither carers or workers can do a good job if they are being bullied. I don’t think the problems are just confined to one agency either.

I’m sure you know very well Sue, that Galilee particularly has bled staff and carers for years – very good, committed and devoted staff and carers. I don’t understand how the ACT Government can continue to fund Galillee Foster Care to provide such a lacklustre service and supports without investigating what’s really going on. The staffing issues at C@W are well known, and all of their programs are suffering, but perhaps none more than Galillee. What’s happened is horiffic, and although we’ve not yet made our position clear about whether we’re going to move on to another agency, and we are not yet counted among any ‘numbers’ planning to leave, but we’re almost certain to move on in the next few months. It would be brave of the Foster Carers Association to speak out, but perhaps someone really does need to shine that light tht you speak of because I don’t think that Care and Protection will.

Maybe as well as an independent inquiry an audit can be conducted? Also those holding positions of “power” to have their qualifications checked and their performance whilst in those positions scrutineered to determine whether they indeed should hold those positions? And yes I totally agree with the other comments, ask previous and present carers how they and the children in their care are being treated. Something needs to be done so that no more children receive less than optimum care. This is about the children after all.

if the staff exits in the last few months (going back 6 months say) are nothing out of the ordinary for Lynne Harwood, you’d have to wonder at her expectation of staff retention. 100% turnover in the foster care team in this time. actually, more than that.. new workers have come in and left during that time as well. what sort of service, what sort of manager, thinks over 100% staff turnover in 6 months is “nothing out of the ordinary”???

As a previous carer with Galilee Communities at Work let me say the best decision we made was to transfer to another agency. We actually now have an agency who is working for our and our foster child’s best interest. I no longer have to manage my own case, collect reports the case worker should be collecting and write my own report for the ROA. I now know that the concerns I may have will now be followed up. My emails and phone calls are now actually returned. I am not left wondering if the on call person will actually return my call because I now know that they will now be returned immediately.
I can honestly say it was more stressful having to deal with the Galilee staff than the actual caring for the many foster children we have had through our home.

has the minister or the minister’s office commented on all this at all? has the department? with the statistics on ACt carers leaving the system at twice the rate of new carers coming in…and the number of kids in care going up up up…. surely it is time for the department to do some sort of damage control? i was thinking of becoming a foster carer, now reading this i am not that sure. i wanted to help the kids… not get involved in being bullied.

Response to the Department – maybe that is why an independent body with specific terms of reference needs to be involved because obviously, judging by the majority of comments here, there are major deficiencies in all areas and the ones that are being affected are the children!!!

To the Department – Really? Hmmm in place and in place and working are two different things! There are major systemic issues within the Department that greatly affect both the agencies and the carers. The entire Department/system needs a complete overhaul by a totally independent Government body.

hiya department. great to see you in on the debate – not sure what things you are referring to when you say ‘all of these things are in place’. can you clarify please? surely you don’t mean the bullying is well in place .. which is how it reads. who do we contact to discuss this further…or any other issues we have. now that so many people have come out of the woodwork it would be good for all this energy to go somewhere positive.

I wish there was a “like” button for some of these comments. It would be funny if it was not so sad that this organisation has been getting away with this type of behaviour for so long. Where is the C@W board in all this, they may rely on its CEO to make sure all policies, procedures, HR and professionalism is in check, but at the end of the day it is their butts and reputations on the line.

hey did anyone else get a love letter from galilee today.. entitled ‘dear carer’ and stating they wanted to personally thank us for our caring role???? how can you personally thank someone with a form letter is a bit beyond me… can no one there do mail merge perhaps??? also.. i found it typical that the letter probably meant well, but only one of the authors had signed it. it was a joint letter from two of the managers, and one hadn’t even bothered to sign it before it went out. sloppy sloppy work guys.

hey does anyone have any views on the other foster agencies if i move as well? i’ve heard that the ACT foster care association is a really good resource for advice and support.. anyone used them? if so can you let me know?

As a foster carer in the ACT you are a member of the ACT Foster Care Association (FCA). The FCA have been brilliant in their support and assistance to us in our battle with Galilee and the department. I only wish that we had known about them even sooner than we did. They are there for the carers, NOT the agencies, NOT the department.
Needless to say, we are no longer with Galilee, having transferred to another agency in recent months despite Galilee’s attempts to block us – a familiar story!

I feel compelled to add to the anonymous individual who chose to add my surname to their post of 08.12.12 at 1139 hrs, despite the content of the post, that I have to wonder at your motive for divulging that as my wife works for the organisation, and is not involved in my request for particulars.

Dear anonymous. You are correct. My surname is on my latest post. I am sure it wasn’t on my initial post on 7.12 & follow up on 8.12, Refer my posts on these dates.in any case I don’t see that as a major problem as any retribution for my wife will be dealt with accordingly.

There are now multiple staff and members of the management team ‘lawyered up’. Am sure the lawyers will have a field day. Hey “CityNews” are you ready to run another story on this? The staff need things to change. The way things are now can’t possibly be good for clients, either.

Nothing is going to happen while everyone is just posting here. There needs to be a concerted effort with large numbers of people getting together to produce a result

What can we do? How do we unite and get together when everyone is so scared that they will be the next target? No body wants to talk, and even my intial post was edited as I used a senior person’s name. There is so much fear.
