New blood at the Sentence Administration Board

SIMON Corbell has announced a new Chair and Deputy Chair of the Sentence Administration Board (SAB).

Simon congratulated Mr Michael Chilcott on his appointment to chair of the board and Mr Donald Malcolmson on his appointment as deputy chair.

“Mr Chilcott has held the position of deputy chair of the board since 2011 and prior to this he was a member of the board,” Simon said.

“Mr Chilcott was admitted as a legal practitioner in 1982 and since that time has worked in the ACT Office of the Director of Public Prosecutions as the Deputy Director and for the Australian Federal Police as their legal counsel. He presently holds a number of consultancy and legal positions with various Federal and ACT Government bodies.

“Mr Chilcott’s extensive experience shows he has the necessary skills to fulfil the responsibilities and functions of chair.

“In appointing Mr Chilcott, the deputy chair position became available and Mr Malcolmson was recommended for the role.

“Mr Malcolmson was admitted as a legal practitioner in 2000 and has since practiced as a solicitor with a number of private and public legal offices including the ACT Legal Aid Commission. He is also a deputy senior Registrar (sessional) of the ACT Magistrates Court and an honorary legal advisor in the Royal Australian Airforce Association.

“The Sentence Administration Board has an important function in considering and reviewing the release of sentenced offenders, parole orders and consequences of breaches to community correction orders.

“Their work is valuable in providing uniformity in approach to inquiries and hearings for offenders, and plays a crucial role in the ACT’s justice system.”

Mr Corbell also thanked out-going chair Grahame Delaney for his contribution to the board.

Mr Chilcott and Mr Malcolmson have both been appointed for a period of 12 months.

Who “recommended” Malcolmson? Why was this position not advertised? There are a lot of very senior practitioners in Canberra who might have been qualified for this.
