A panel now running to investigate caging autistic children

JOY Burch has announced the Terms of Reference for an Expert Panel to review policy and practice in ACT schools that support schools in responding to students with complex needs and challenging behaviour.

The Expert Panel will be chaired by Emeritus Professor Anthony Shaddock, a Psychologist and Educator. Dr Sue Packer, a Community Paediatrician and children’s advocate and Mr Alasdair Roy, the ACT Children and Young People Commissioner, are also members.

“I am delighted these three highly respected and qualified people will participate in this important project,” Ms Burch said.

The review of policy and practice across all ACT schools follows a recent incident in an ACT school involving the construction of a withdrawal space for a student with complex needs.

“The Expert Panel has broad scope to undertake this review. The Terms of Reference require the Expert Panel to evaluate the current legislative and policy framework, guidelines and protocols that support ACT schools in teaching students with complex and challenging needs. The Panel will also review current practices with particular attention to responses such as exclusionary withdrawal”.

“The Terms of Reference require the Expert Panel to consult with schools, community organisations and individuals, including students and their families, about the ways in which practices are implemented in schools. Information will be available soon on how the consultation will occur. Information on the consultation process will be released in the very near future”.

“The Panel will provide its report to me in October 2015,” Ms Burch concluded.
