$70m ‘debacle’: Castley wants inquiry into MyWay+

“MyWay+ has cost the community $70 million but it is not working and we don’t know when, or if, it will be working as intended.”

Opposition Leader Leanne Castley is calling for an Assembly inquiry into the $70 million procurement of the problematic ticketing system MyWay+ that was launched to widespread failure this week.

“The community deserves answers for what is an unmitigated and unnecessary debacle,” Ms Castley said.

“MyWay+ has cost the community $70 million but it is not working and we don’t know when, or if, it will be working as intended.”

She said reports on Wednesday and Thursday revealed that bus tracking was not fully functional, that ticket vending machines were shut down, that validators were not working, and that the app remained ineffective. This followed news that the government had supplied fewer than 1000 MyWay+ cards to retailers, who quickly ran out of stock.

“It’s incredible that a project first announced eight years ago has been so rushed and so poorly delivered,” Ms Castley said.

“The community deserves to know what has gone wrong, what is being done about it, and why these failures weren’t caught before MyWay+ was launched.”

Ms Castley will refer the procurement and delivery of MyWay+ for a committee inquiry when the Legislative Assembly sits next week.

The Canberra Liberals have previously called for the Government to suspend MyWay+ and extend the free travel period until the system is functional.

No surprises here. Standard practice for this arrogant incompetent government. They ignored all the rules of technological change and organisational change, because they assumed they knew better. Normal ignorant actions without taking on board proper advice, without proper planning or pilot testing and so it all goes wrong. Who knew?

It’s not as if this government should have known better from their past experience is it? They don’t listen, they don’t learn from their errors, they just plough ahead with total reckless incompetence because they can and no-one can stop them doing this again and again. Depressing! Frustrating!

Probably the initial hiccups but this system was required to match the expecting needs. I think we should give it sometime to settle down, these challenges should be addressed in next few weeks. Also, $70 million cost is for procurement and maintenance for next ten years of MyWay+ service and support, I don’t think that its a one time cost.

We all predicted this. And a commentator on another site (thanks nobody for the work) has compiled a timeline.

2016 – Minister Fitzharris announced a new integrated ticketing system for buses and rail.
2017 – Government allocated $7 million in the budget to go to the market for a supplier.
2018 – Government promised new ticketing system would be ready for the start of light rail.
2019 – Light rail commenced on its own seperate ticketing system, new system not in sight.
2020 – Minister Steel announced a procurement process for the new system was underway.
2021 – Government announced MyWay replacement should be operational by late 2022.
2022 – Transport Canberra said the procurement process for the system was in the final stage.
2023 – Minister Steel announced NEC would design and supply the new MyWay+ system.
2024 – 3G network used by MyWay was closed, the MyWay+ rollout was another debacle.

What this starkly indicates, from a psycho-social perspective, is a reliance on the transient, and therefore goldfish memory, nature of the Canberra electorate. Things were very different in 2016, and Fitzharris was being groomed for leadership. Fast forward to 2024, and I am surprised COVID and the conflicts in Ukraine and Lebanon have not be proffered as excuses as well.

Poor organisational change management and failure to follow standard IT implementation methodology seems most likely causes. Don’t need another expensive enquiry to tell you that! Just look at the post implementation review documentation and readiness criteria review documentation at stage gates along the program…if there were any.
