Police seized more than 190 cannabis plants following a search of a grow house in Bonner on Monday morning.
Police say they also seized multiple pieces of hydroponic equipment estimated to be worth tens of thousands of dollars.
A Vietnamese national, believed to be involved in the large-scale cultivation of cannabis in Canberra, fled the scene before police arrived and has yet to be located.
No arrests have yet been made, and investigations into the grow house are continuing.
