Don’t panic about the smoke over Canberra

THE ACT Emergency Services Agency (ESA) advises smoke visible across parts of Canberra and the ACT today is due to hazard reduction burns in southern ACT and across the border in NSW.

Strong winds are creating an increase in fire activity which is why residents are seeing an increase in smoke across the ACT.

Firefighters and aircraft are continuing efforts to manage these burns.

Why is the hazard reduction happening when strong winds were predicted for today?
Can someone please explain the logic.
If flying embers cause a house/property fire who is responsible.
I may be way off mark, however people I have spoken to have asked the same question.
Would appreciate an explanation please. Many thanks.
